Yes, it is true that President da Silva, the socialist taht he is,
promotes open source but in reality the local governments aren't so
sure.  for those on the list who aren't up on their Brazilian geography,
Pernambuco is a large state in the northeast.

(BNamericas.com) The state government of Pernambuco in Brazil has
migrated its software systems back to Microsoft windows, after three
consecutive years of using Linux open source software, online news
agency Agencia Estado reported.

Local integrator Newsupri won a 500,000-real contract (about US$180,000)
to carry out the migration of all of the government's software on 14
computers. The process took 20 days.

"It was common for the [open source] system to fail when people called
190 in search of police or firefighters," said Newsupri executive José
Muniz Junior.

Since changing the system, call-waiting time has been reduced from 12
minutes to one minute.
