As an aside, there's cheating and then there's breaking the law.
The MLB players taking steroids, before they were specifically banned
by MLB, were not cheating either (because steroids were not a banned
substance at that time). They were, however, breaking the
law. Steroid use is illegal in the US, except under certain specific
circumstances and conditions. These circumstances and conditions are
not met when steroids were obtained and used in the way they were
obtained and used by the vast majority of those players.
Is steroid use legal in Japan, or are there conditions tied to its legal use?
