Chiyotaikai was 0-0-15 in Natsu 1999 and beat the two Yokozuna 
Musashimaru and Takanohana in Nagoya 1999.
For my understanding he was kadoban in this basho, having missed the 
tournament before, and so a <quote> Kadoban ozeki has defeated two 
yokozuna </quote> already before Kotooshu did.

I don't know your definition of kadoban of course, so please help me learn.
