[sumo] [Query] The Oyakata

While looking at the NSK web site some questions dawned on me.  Is there any reason to the order they list the oyakata after the stable master?  Seniority perhaps?  The one who has been an oyakata the longest gets listed first?  Also, when two or more newcomers get to start in makushita during the same basho, who gets top billing?  I suppose it is the one who won the most.  And the last question is do the different newspapers get to list them in any order they want to until the Kyokai makes it official?
