How sad that this Kyokai-centric nonsense is even being discussed.

How many rikishi would trust to relate problems to a medical bureau?
 Ridiculous.

Having new entrants sign a document saying they join of their free
only serves to absolve the Kyokai of any responsibility to their
rikishi.  What a sad commentary on the Kyokai, blaming the victim. 
They haven't learned a thing other than to protect their own
tooshies.

As for dos and don'ts in their thoughtfully composed and farsighted
behavioral doctrine, do they condone "respectful" pre-bout antics
of the likes of Takamisakari?

As presented, this only goes to support the thesis that the Kyokai
is for maximizing $$$$$.  Hopefully there is more to this than what
appears on the surface.
