How about this nutty solution.

Have Five in Japan, moving the Nagoya Basho to March, then have one Basho, every other year, in July, in another country?

Or, even rotate the Sixth Basho in Japan every other year opposite the one out of the country?  Or a every third year rotation out of country?

Would this help promote the sport?

IMHO, they should move the Nagoya Basho to March and
hold the July Basho in Sapporo or Aomori!
