Even though it sounds like they allowed him back in it still sounds like:

"It's my way or the highway" is the Kyokai's stance regardless of whether
they
are actually right or wrong.

I am making no judgment of whether the punishment of Asashoryu is the right
one or not, as I do not posses the knowledge to do so. Plus it doesn't
matter
what I think I am not a member of the Kyokai.
