That doesn't change the original punishment, that Asa is supposed to
be under "house arrest" and going only to home, heya, and hospital.
But I suppose everyone has already forgotten about that.

Not so. He was allowed to go for training-degeiko. In this case, it's in Mongolia so there is no heya per se, but he was specifically allowed to go out for training. Of course,
 this wasn't exactly what they had in mind at first, but they also said no Mongolia back then.
Well within the boundaries, IMHO.
