It's the right way to do it. It indicates that they're probably very
aware of the use of steroids and other performance enhancing drugs and
wish to allow rikishi to get these drugs out of their systems. Some of
them take many months before they're flushed. The ideal situation would
be that nobody gets busted and the kyokai isn't embarassed by further
scandals.
