[sumo] New commission

NHK reported the first session of the new commission to prevent further
incidents like at Tokitsukaze-beya, headed by Isenoumi-oyakata.
They will investigate amount and contents of each heyas training and
everyday life of the rikishi. This may start this month with a
questionnaire. After evaluating the results, eventually they move round
individual heya to educate there.

At the 2nd session on the 19th 3 external members will take part.
