Hello Kathy,
I cannot be sure, but as this particular prison is located in
Yokosuka, where a major US Naval Base is also located, I imagine that
most American prisoners would come from that base, and that the US and
Japan have some special arrangements regarding how military prisoners
are treated.
Prisons have two purposes: to punish and, for those who will be
released, to rehabilitate. I feel that, overall, Japanese prisons are
better at the former, while United States prisons are better at the
latter.
