The former Tokitsukaze gets 150 million yen for his oyakata kabu, to be paid
by Shimootori (rather by the koenkai sponsors).
It's forbidden now to hold more than one kabu, thus on paper Nishikijima
went to Shimootori on the 4th, Tokitsukaze to Tokitsuumi on the 5th. In
reality there was a 4 day blank.

Both have enough basho in the higher ranks to fulfill the present criteria
for obtaining a kabu:
1 in sanyaku (Shimootori was komusubi) or 20 in makuuchi (Tokitsuumi has 50)
or 30 as sekitori (juryo and makuuchi). For oyakata with a heya it's 12
makuuchi or 20 sekitori basho.
