Tokitsukaze has been fired. Kitanoumi gave himself a 50% pay reduction, and the other 9 riji will get a 30% cut for the next 4 months. This means Takasago gets a 60% cut till November. A Tokitsukaze successor will be decided on the 9th.
As for the rikishi involved, nothing as long as there is an ongoing police investigation.
