Joe,
I could be wrong, but as far as I know, the only way to watch sumo on
NHK in the U.S. is through TV Japan. I think I recall you mentioning
before that satellite isn't an option for you. I went to TV Japan's
website for their cable options in the D.C. area and came up with this:

In case the link doesn't work, the listed provider is Starpower and
the ph # is 800-746-4726, at $24.95 mo.
