[sumo] New overseas visit regulations

 It is a known fact that
Asashouryuu went home to Mongolia without getting permission from
anyone, including  Oyakatakasago. It all came to a head with the
soccer incident of course. Till now, the regulations were vague at
best. Not anymore. A new regulation will be introduced, whereby any
rikishi or anyone Kyokai-related wishing to travel overseas will need
to submit a written application to the Kyokai. So, from now on, even
Asashouryuu will not be able to leave Japan without permission.
