Over on the Sumo Forum, Kintamayama says the 3 in question are West 
Makushita 18 TOKITAIRYUU, East Sandanme 38 SOURYUUZAN, and East 
Jonidan 16 SOUKENZAN, all of whom are kyujo.  However, there's a 4th 
Tokitsukaze rikishi kyujo as well, West Jonidan 54 TOKINOUMI.  So 
unless they announce the names, we probably won't know for certain 
which of the four it is.
