	This is true in most cases but the chemicals also show up in hair.
Since the rikishi need to have relatively long hair the doping chemicals
would still show up months or even years after they stopped tacking
them.

	In addition, it takes time to setup the logistics for doing the
testing.  You need to organize testers and labs and administration and
all the other things needed to effectively run a business.

	Lastly, it will probably take that long to come up with the funding for
it.
