I think it is even simpler.  In most of these cases, if one wrestler is 
facing forward and the other is falling backward, and it is otherwise 
close, the win goes to the one who is facing forward.  Regardless of 
their height above or below the dohyo.  The one falling backward will 
always get the loss unless they were the aggressor with a 
backwards-leanout or similar move, which is rare. (Ushiromotare as with 
Kitazakura last weekend for example.)  Asashoryuu was falling backward, 
and Aminishiki was stumbling forward.  The one going forward would have 
to make a clear touchdown first to lose.  Maybe this was also the reason 
for the apparent mis-call in that Kotooshu match in January.
