Maybe more importantly: bandwidth.  Each stream is independantly sent from 
their servers to the receiving computer.  So doubling the bitrate would 
double the amount of outgoing bandwidth that they use.  Actually, it would 
probably much more - right now the quality is so bad that I don't bother 
to stay up until 3AM watching bashos except for maybe one or two nights. 
If the quality improved then I'd bet there would be a lot more online 
viewers.

I've lately been watching movies online through Netflix and I've been 
amazed at the quality.  Home connection speeds and computer video 
capabilities seem to have significantly outpaced what's offered through 
most web sites.  But I also manage a fairly busy commercial web site and 
realize that the cost of high quality bandwidth for web hosting can still 
be quite high.
