[sumo] Streaming Video Techie Question

Does anybody have a connection with the Kyokai's Streamng Video technicians?
I have noticed that when I am watching the streaming video, the 
highest bit rate I usually see is 72K. But today, while I was 
watching NASA video of the space station, the bit rate was 151K.
Does anyone know what the bit rate is when the video is transmitted 
from the Kyokai? The difference in the bit rate is a significant 
difference in the quality of the picture. When I am watching sumo, I 
try to enlarge the picture frame enough that I can see what's going 
on but not so big that the picture turns into big square pixels.
I suppose whatever bit rate the Kyokai transmits is based on how much 
they want to invest in the electricity and equipment they use, but it 
would be nice if they could put out a higher resolution video image.
Since I can get 151K bit rate from one source, I can guess that the 
difference is not from having Comcast as my ISP.
