It would indeed be cool, but it would not be "again", as Kotomitsuki
has never been promoted to Ozeki before.

There are only three ozeki now, but there were five just a couple of
basho ago (before Hakuho was promoted and Tochiazuma resigned), so
surely there are no impediments to promotion on that front.
