[sumo] [non-yaocho] Isegahama-beya folds and Oyakata stuff

As of February 1st,Isegahama beya will be closed, and its 2 rikishi and
7 other heya -related people will move to Kiriyama Beya. Their gyoji
Shikimori Kinnosuke will move to Takashima-beya.
Oitekaze Oyakata will be replacing Takashima Oyakata in shinpanland.
Tamanoi Oyakata will henceforth be 役員待遇委員 (reception committee
member??)
