Regrettably, #3 seems most likely to me. It was very close, but I 
thought the replay was pretty clear: Homasho touched down an instant 
before Kotooshu. If that wasn't a mono-ii, there never need be one. And 
if they didn't want a reverse call, they coyuld have just made it a 
tori-naoshi. No, Kotooshu got a bum deal, for whatever reason. History 
now, anyway...
