Yes, that's my take too...with the ones near the top of the makuuchi  
banzuke refering  to up to/down from sanyaku ranks, while the ones  
near the bottom and also the ones near the top of juryo referring to  
up to/down from makuuchi.   The ones at the bottom of juryo refer to  
up to juryo.
