I don't know how the system works. I understand a jury system was just put
into place for some (criminal? civil?) trials, but here's a clip from Kyodo
News today:

◆Sumo: JSA to bring civil damages suit against bout-fixing claims
TOKYO, Feb. 6 KYODO
The Japan Sumo Association is set to file a civil defamation suit
against the publisher of a weekly magazine that recently reported Asashoryu
has been fixing matches, sumo officials said Tuesday.
The JSA had planned to file a criminal complaint against Kodansha Ltd.,
which published the weekly magazine Shukan Gendai, but sources said it had
decided to take civil action instead.

Does Japan have a civil/criminal system like we do?
Where it takes less to convict someone in civil court?(Re OJ Simpson)
That sleazy paper brings up the same story every few years. I hope this time
the Kyokai does sue them.
I can't believe than rikishi who train so hard & compete through such pain
would give away a win!
