I think the 'tactics' in question were occuring before August. In
fact if we quickly check the original document we see....

This point is ambiguous to me. Please clarify.

Regret, I do not know about NE Patriots. I am presuming they are a
basketball or an American Football team.

I believe it has been reported in the past that the Yokozuna and his
Oyakata have been spoken to regarding the Yokozuna's degeiko
behaviour. The incentives are clear. The Yokozuna gets to train with
high level rikishi. The high level rikishi get to train with a
Yokozuna. What other incentives would you suggest? Payment? (From
whom to whom?) However , if the Oyakata thinks the negatives outweigh
the
positives, then it is his call.
