I cannot find the passage / quote that this statement refers to.  I
presume that this is inference.

However, I did notice the following two passages....

Based on this, I will make the assumption that Asashoryu is not
welcome for training with Tomozuna-beya because:-
a)  The Yokozuna does not train the way Tomozuna-oyakata wishes to
train his rikishi.
My comment (which is my opinion only):  I believe that the oyakata is
responsible for deciding what it is best for his rikishi.

b)  The Yokozuna has controversial roughhouse tactics on the dohyo.
My comment:  There are three key words here, 'controversial',
'roughhouse' and 'tactics'.  The report does not say based on whose
opinion.  Therefore their usage could be subjective, so I prefer not
to comment, without further evidence.

c)  The Yokozuna injured Toyonoshima (the new, promising Komusubi)
during previous training.
My comment:  This may be the further evidence reauired to point b).
It is the Oyakata's duty to give reasonable protection to his rikishi.
 Allowing them to train with Asashoryu may be contrary to this duty.

I don't think there will be any.  Sadly, this is more likely to
reflect badly on Asashoryu.
