Nor should it.  There is no reason to go back.  Takanohana missed jungyo 
because he was injured.  How he became injured is quite irrelevant as far as 
the Kyokai is concerned as long as he was fulfilling his obligations as a 
yokozuna.  He did not withdraw from jungyo because of injury and then engage 
in physical non-sumo activities while absent, as Asashoryu did.  He 
fulfilled his obligations to the Kyokai to the best of his ability.  Asa did 
not.  Whether Asa's punishment was excessive is another argument.
