The two situations aren't really similar because in Tokitsukaze's  
case there was still uncertainty about exactly WHAT had happened, and  
they needed to hear directly from him.  In Asashoryu's case, they had  
already heard from him, and all he could add after that was more  
about WHY he did what he did, which was irrelevant.  In both cases,  
the  punishment was based on what happened, not why.
