Personally privatizing the national airline does seem like a monumental
task, but Joe's story doesn't mention if he'd have partners or not.

I've never been to Mongolia, but I suspect that the yen has about 10 times
the buying power there as it does here.  It sounds like his family was
already rich too.  I'm guessing that the average Mongolian household could
not afford to send their kids to school in Japan like Asa did.
