Not that simple.  Hakuhou became a new problem right after the 
Toyonoshima affair, in which Asashoryuu thrashed Toyo and sent him off 
to the hospital.  I saw no report of A. getting officially warned about 
that though of course he was criticized. But sometime after, Hakuhou 
strode into a heya and began
clobbering one of the lower ranked wrestlers in a very Asashoryuu-like
manner, and unlike Hakuhou's usual behavior.  That immediately caused a
reaction with a couple of the sumo elders who took Hakuhou aside and 
told him in no uncertain terms he was NOT to emulate Asashoryuu in any 
way at  all regarding these cruel "practice" sessions. (Going by memory 
here - I could not find the original article...)
