True, and JSA are surely realizing that THEY are not doing a good job of 
enforcing sumo traditions either. They realized that if they did not 
stop things from getting out of control, they might soon have TWO bad 
yokozunas, not just one.  When Roho got slammed for his behavior, JSA 
might have been telling themselves that yokozunas were in a different 
class - but now that they have two yokozunas it is obvious that they 
cannot allow leniency based on rank. The hammer had to fall.
