[sumo] Not at Jungyo

OK, there's one thing that I've been wondering.

For ages now, the tour promoters have been complaining about rikishi not showing up, not participating at the various jungyo (forgive my spelling please). Lots of sound and fury, the various NSK reps make noises that 'this will not happen again', blah blah blah.

So what, if anything, has happened in the past to rikishi who make up some excuse and blow off the jungyo?  IIRC, the current (and recent) Ozeki-level guys have all done this sort of thing at one time or other in the last few years. Anything happen to them?
