I'm sorry, folks, I guess I didn't communicate very clearly.  What I said, or meant to say, was:

What I was trying to say was that, whether or not there is some bias against him on the part of the Kyokia because he's Mongolian, his crime is undeniably cultural.  As well as slightly foolish, IMO.
