The Kyokai would want to do everything above board. I doubt that any of 
the toruing party, tsukebito included, counts as tourists as they are 
going there to work. They may not be directly being paid by anyone in 
the US but it is a workplace nonetheless. I don't know anything about 
US visas as it is 20+ years since I went there, but they are much 
closer to being on a business trip than a tourist (not sure if the 
visas are different).
