Does NSK Follow YDC? (WAS Re: [sumo] Henka)

There is all the difference, IMHO,  between refusing to take action on a complaint about 
the manners of an existing yokozuna, and feeling free to promote a new yokozuna. As I read it,
Kitanoumi rijicho is well within his rights to support Asashoryu against carping criticism; and if
Hakuho gets Yusho or Jun-yusho in May, even with the relatively low score of 12 wins, and if the Yokoshin
recommends his promotion, then the NSK will promote him. The only point I was making is that in the case of Takanohana,
Dewanoumi rijicho  tried to steer the Yokshin in his own preferred direction, and the Yokoshin wouldn't play ball.
This had the desired result: Taka shaped up and met the Yokoshin's requirements.
