Does NSK Follow YDC? (WAS Re: [sumo] Henka)

The YDC is there to make recommendations, and as such is made up of
laypeople with an interest in sumo. Ultimately those within sumo (NSK) know
best for their sport and the organisation. For example, even if the YDC
suggests that someone should/shouldn't be promoted to Yokozuna then it is
the Kyokai to decide whether to actually promote. Likewise, when the YDC
blows a lot of hot air, it is as if the NSK should listen to the views (or
some views) of the public but they don't have to act on it.
