[sumo] Outstanding performance prize

I am a huge Naruto-beya fan, but can someone figure out what went through
the minds of the powers-that-be to give Kisenosato the outstanding
performance prize when he just barely squeaked through with a kachi-koshi
after getting his 8th win by fusensho?  If anyone does have a rationale for
this award, please clue me in.
