This is the official description from the NSK website:

fumidashi (rear step out) - This is when the defending rikishi accidentally
steps back over the edge without the attacker initiating any kind of
technique. This would most likely happen when the defender is getting ready
to launch a counterattack from that position. Fumidashi is recorded outside
sumo's official listing of winning techniques and was introduced with the
2001 winning technique list expansion.

This is the closest match to what actually occurred on the dohyo.  The fact
is though, that Baruto's step-out was not completely accidental.  Ama had
kicked his leg, forcing it up, and THEN Baruto brought it down quickly
outside the ring.

There is no kimarite for "kicking leg up force out", so even though the
attacker had initiated something, it was not a "technique" and fumiashi
remains the best fit.
