They don't know the names because in Japanese the given names of the 
Emperors are not used (unlike in the West). The emperor is "Tenno 
Heika" (His Majesty the Emperor), not Emperor Akihito like it is in 
English. Little wonder then that a person in the street might not know 
their given names.
