I admit that's what went through my mind as well.  It seems like an odd
statement.  Surely the Yokozuna can decide if he is fit enough to do keiko.
And if he isn't, why is he at degeiko in the first place?  Or if Hakuho thinks
he is too weak to bother training with, isn't that fairly disrespectful of
the yokozuna?

So, yes.  The comment attributed to Hakuho seems strangely like a
troll to me.  Which made me think, I wonder if he's just being canny and
saying, "Still injured, so..." and leaving it up to the listener to decide
who he's talking about.

This would make more sense to me.  That's why I wanted to see the
comment in original Japanese...
